This comes very close to my suggestion a few weeks ago on ITWeb that interconnect, if regulated, might as well be set to zero.

It also recognises that Johnny de Lange&#039;s rant, entertaining though it was, was mistaken on the facts. ICASA is bound to regulate, but to do so subject to the law. True, it has been slow to do so, but since operators have a reputation for challenging its procedures in court, it is at least correct in insisting that legislated procedures are scrupulously followed before regulating an interconnect rate. It can&#039;t just set rates right now without a change in the law.</description>
