		<description>What about the FACT that MTN and Vodacom HUGELY increased the interconnect fees just before Cell C launched? Frankly Cell C deserves compensation. Perhaps they should take Vodacom and MTN to the Competition Commission. THEN the dominants would CRY!</description>

Obviously Cell-C will start negotiations that are fully in its favour. On the other hand, if they start somewhere totally ridiculous that allows the likes of MTN to delay this process. 

The thing that Cell C should consider is that there is no way (realistically) they can portray themselves as a fledgling company anymore and I would be very surprised if they get a discount on interconnect fees. If this is the case then delaying the process just costs them time and hence money (assuming they have a net outflow of interconnect fees) and by starting negotiations with a very lopsided request will delay the process.</description>

It seems that Cell C wants to receive special treatment purely on the basis that they were late to the party and are currently smaller - appealing to &quot;asymmetry&quot; (or am I missing something)?

This is a time of major change in the industry, so you can expect some jostling for advantage amongst the providers - it is natural.  

Also how did they get to 65c and 75c respectively? Is that just an arbitrary figure or is it worked out a bit more scientifically (and transparently)?</description>
