		<description>Your article doesn&#039;t mention Infraco, and theoretically, they should be perfectly positioned to provide IS, Cell C (and plenty of others) with inter-city links -- just as soon as its exclusivity agreement with Neotel expires.  Time will tell whether Infraco can deliver, though.

As for links within cities, there are options from DFA and certain municipalities.  So I don&#039;t see it as a given that IS will need to own its own fibre.</description>
